My Internet browsing speed is not nearly up to the speed shown on my Multilinks modern speed. I use a Pentium 4 Intel CPU, and my Multilinksmodern speed is 230.4kbps which should give me the speed I need but instead I get about 2,3,4 kbps. Any ideas?

The actual speed of your Internet connection should be around 30 KB/s. If you experience slow download speeds, it's because of multiple causes like Firewall that it's not configured properly, ISP limiting the data stream or malware.
First run a malware scan with the help of Combofix then perform a restart of your modem and try to download something again. You can use Speedtest website to perform a test of your data connection.
